Announcing a new era of leadership at Intrapac Property

In over 35 years of operation, Intrapac Property has gone from strength to strength, expanding the scale of our development projects and geographic remit from across Victoria to Australia-wide.

We are pleased to announce some leadership changes that reflect the established stature, maturity and professionalism of the company. As at 20 June 2022, Founder and Managing Director David Payes has moved into the role of Executive Chairman & Founder, while Chief Operating Officer, Maxwell Shifman, becomes Chief Executive Officer.

David will maintain a full-time role, focusing on strategy, acquisitions and maintaining the company’s trademark financial independence. “I intend to continue the work that we’ve done for the last 35 odd years, which is to produce outstanding projects that we are proud of, and that the community will love,” says David. “I’m very much looking forward to Kinley, our major project in Lilydale, becoming a landmark project that can sit comfortably on the world stage.”

Maxwell echoes this sentiment. “We find ourselves in an enviable position. During the last decade the company has grown considerably, we have built a talented, tight-knit team and an impressive stable of projects that have been recognised with prestigious industry awards.”

“We’re very proud of our track record and independence as a private developer, which enables us to take a long-term view. For us it’s about legacy, longevity, and quality of the projects. Making a financial return is part of it – we are a business – but we take a strategic and measured approach, making acquisitions based on what we identify to be strong market opportunities.”

“Kinley is one of those. It’s a once-in-a-lifetime project that has made us challenge ourselves about what sort of place we want to create. It’s a critical landmark for the region, which hasn’t seen at-scale new housing development for a long time. So, we’ve made the deliberate decision to push the envelope on sustainability and put continual effort into the built form and the open space design. We intend to make it a beacon for the area.”

As the current President of the Urban Development Institute of Australia (National), Maxwell’s promotion to Intrapac’s Chief Executive Officer reflects his leadership capability at both the industry and the company level.

As CEO, he intends to optimise Intrapac’s current composition and approach. Maxwell explained, “It’s important that we maintain our boutique scale. We have no aspirations to become a large, faceless conglomerate. We want to maintain an environment in which each team member has the opportunity to make a meaningful contribution, and in which strategically we can maintain our proven, measured approach.”
