Ray White Chief Economist Nerida Conisbee points to major resources, defence and infrastructure investment as important drivers of the market, including $8.2 billion in planned defence investment across the Northern Territory over the next decade and the NT Government’s $4.25 billion 2026-27 infrastructure program.

At the same time, housing supply remains constrained. Rental listings are at their lowest level on record, and population growth is running well ahead of new housing delivery.

A long-term vision for Lloyd Creek Rural Village

Approval of the Lloyd Creek Rural Village Area Plan in February 2026 marked a significant milestone for the project, establishing the planning framework for the future community.

Lloyd Creek Rural Village will be developed over approximately 30 years, with homesites ranging from around 1,000sqm to 20,000sqm. The masterplan combines the space and character of rural Territory living with the infrastructure and amenity of a connected community.

At its heart is a planned central lake, surrounded by walking and cycling tracks, open parklands, playgrounds, cafés and future community spaces. Schools, health services, retail, sporting facilities and other community infrastructure are also planned as Lloyd Creek Rural Village grows.

Environmental considerations continue to play an important role in the planning and assessment of Lloyd Creek Rural Village. Intrapac has undertaken extensive environmental investigations across the site, including water monitoring and vulnerable species assessments, to inform the masterplan and to identify and protect areas of environmental value.

As part of the project’s current environmental approvals process, Intrapac has lodged a referral under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) for assessment by the Australian Government. Approximately 500 acres of land is planned for conservation, helping protect waterways, native landscapes and significant environmental values across the site.

Together, these elements are designed to create a community that can grow with Greater Darwin while retaining the qualities that make rural Territory living distinctive.

From long-term planning to delivery

With the broader planning now established, Intrapac is progressing the next phase of Lloyd Creek Rural Village.

A Development Application is currently being prepared for the first stage of the community, comprising 102 lots. It represents an important next step in translating the long-term vision for Lloyd Creek Rural Village into a future residential community.

The progression of the first stage comes at a time when Greater Darwin is experiencing renewed housing demand and constrained supply, reinforcing the importance of planning ahead for the homes and infrastructure the region will require as it grows.
